FFY 2025-2028(+2) TIP
On July 1, 2024, the Maui Metropolitan Planning Organization released its draft 2025-2028(+2) Transportation Improvement Program (TIP), with more than 60 fiscally constrained transportation projects that are prioritized for funding.
After public review, the Maui MPO Technical Advisory Committee approved the draft 2025-2028(+2) TIP on August 14, 2024, and the Policy Board approved it on August 28, 2024. Grammatical changes were made to the draft 2025-2028(+2) TIP but no substantive amendments were adopted by either the Maui MPO Technical Advisory Committee or the Policy Board.
The Final 2025-2028(+2) TIP was reviewed and approved by Hawai‘i Department of Transportation Director Edwin Sniffen on September 12, 2024, for inclusion in the Statewide Transportation Improvement Program (STIP). The STIP must be reviewed and approved by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) before Maui can receive federal funds.

FFY 2022-2025(+2) TIP
The TIP includes all transportation projects on Maui that use federal highway or transit money or are regionally significant. By identifying projects in the TIP, Maui can receive funding for roads, bridges, bus transit, trails, paths, and sidewalks.
Maui MPO used the Hele Mai Maui 2040 Transportation Plan as the basis for the 2022-2025 TIP, and coordinated with the Hawai‘i Department of Transportation (HDOT), Maui County Department of Public Works (DPW) and Maui County Department of Transportation (MDOT) to identify priority projects and assign them to the appropriate years. Since federal funds cover only 80% of project costs, State and County funds must be available for the additional 20%.
